If a clear distinction is made between general and specific usage, the Legacy Internet can be described as the first tier of the Internet that began evolving in the 1960s up to the late 1990s. This is what refers to simple Internet protocols such as TCP/IP, DNS, first forms of HTTP and HTML, as well as services including e-mail and newsgroups on USENET. In this period, the internet was limited to textual content, with slow connection speeds and a greater focus on technology, and was mostly popular among universities, governmental bodies, and computer geeks. It laid the foundation specifications of platforms that the contemporary graphical World Wide Web has been developed upon. Some of the main contributors involved in creating the Legacy Internet include Vint Cerf and Bob Kahn who were instrumental in the development of TCP/IP, Tim Berners-Lee, who invented HTTP and HTML, and Ray Tomlinson who introduced the e-mail system. Compared to today rather primitive – it could only connect through telephone lines and modems and yet it opened the world to different forms of communication and exchange of information that were impossible before and all this within a network. Original concepts that informed the creation of the Internet include values such as openness and decentralization. While the Legacy Internet era is over, it set both the foundation and the set of beliefs that, despite all odds, turned the modern Internet into what we all know today.
