However, as Florida has seen, legal barriers may be gradually lowered and certain communities have already identified solutions to enhance connectivity. Ocala has partnered with a private provider where the latter is using city fiber to provide 1Gbps service that is fairly priced. Some other cities also depend on co-ops or a mixture of public and private deployment to bring fiber locally. Thus, the City of Gainesville is currently seeking permission from the state it is part of to be exempt from such restrictions to establish an open-access fiber network that would offer 1Gbps connections for a reasonable price. The advocates of community networks have their reasons stating that such networks enhance competition, improve services in the area, and reduce the digital divide, which affects low-income earners. To this, critics have argued that it is unfair to use taxpayers’ money to fund Internet connectivity, and government entities are not knowledgeable about Internet service provision, as is the case with ISPs. Thus, as the demand for Internet services increases, the controversy over CWBs in Florida will only escalate as well. There could be increased demand by more communities for greater control to satisfy local connectivity demand.
